National Resilience ‘Flood Rescue’ Capability Officer
Station Manager ‘B’ Flexi
National Resilience is looking to second for the position of Fire and Rescue National Resilience Flood Rescue Capability Officer.
Applications for secondment are invited from existing operational
members within the UK Fire & Rescue Service.
A one year secondment is offered in the first instance, commencing 1st April 2019.
Background
As the Lead Government department for Flood Response, DEFRA have approached the Lead Authority for National Resilience to engage with them in the delivery of a programme of assurance and co-ordination for Flood Rescue. This is to cover both those teams declared to the National Asset Register and National Flood Rescue Tactical Advisers. This programme will also seek to support and complement existing arrangements for the assurance and co-ordination of other National Resilience assets.
The National Resilience programme is an essential part of Government’s arrangements to protect the national infrastructure in the event of catastrophic incidents. Within the Fire and Rescue Service the Government has invested over £200 million on vehicles, equipment, training and procedures to provide the best possible response capability. This includes equipment to deal with mass decontamination, urban search and rescue, high volume pumping, and command and control. A group of Capability Officers, Capability Advisers and Capability Leads comprise the team which supports the National Resilience programme. The role of Flood Rescue Capability Officer is a member of this established team.
The Role
The role will appeal to a dynamic, self-motivated and innovative individual willing to play an influential role in providing effective assurance, co-ordination and management for Flood Rescue assets and Tactical Advisers. The role requires the individual to undertake a variety of Flood Rescue work to support the delivery of agreed objectives between National Resilience and DEFRA. The successful applicant will join the established HVP Capability Team within National Resilience.
The successful applicant will represent the National Resilience Assurance Team at meetings, seminars and conferences and provide operational cover on a rota based system. They will be required to act in a relevant capacity as detailed in the National Co-ordination and Advisory Framework (NCAF).

We would be looking for the successful candidate to start their secondment on 1st April 2019 or, subject to DEFRA funding arrangements, at a mutually agreed date after.
